Another Top Anambra Academia, Moghalu Gets International Appointment

Prof. Kingsley Moghalu, Vice-Chancellor of the African School of Governance (ASG), has been appointed to the Board of Directors of the International Security Conference on Africa (ISCA). The appointment marks a significant milestone for Moghalu and highlights his growing influence in addressing Africa’s security challenges.

ISCA is a newly established international organization dedicated to fostering dialogue, research, and collaboration on the continent’s pressing security issues. These challenges include terrorism, cybersecurity threats, identity and marginalization of populations, inter- and intra-state conflicts, the presence of foreign military bases, and the activities of private military companies. The organization also focuses on the exploitation of Africa’s critical strategic minerals.

Headquartered in Kigali, Rwanda, ISCA’s Board of Directors includes prominent figures such as Clotilde Mbaranga Gasarabwe, former Assistant Secretary-General of the United Nations for Security Services and ISCA Chairperson; Lt. Gen. Balla Keita; Frederick Golooba-Mutebi, former Force Commander of the UN MINUSCA mission in the Central African Republic; Dr. Richard Sezibera, former Rwandan Minister of Foreign Affairs; and Lt. Gen. Frank Kamanzi, former UN Force Commander in South Sudan and ISCA Executive Secretary.

ISCA held its inaugural international conference in Kigali from May 19-20, 2025. The event was opened by Rwandan President Paul Kagame, serving as Guest of Honour. Moussa Faki, former Chairman of the African Union Commission and current Chair of ISCA’s Advisory Council, delivered the keynote address.

Panel discussions at the conference covered key issues such as the impact of foreign military bases on African sovereignty, enhancing Africa’s influence in the global order, counter-terrorism strategies, Africa’s role in the global geo-economic competition for critical raw materials, and the growing influence of private military contractors.

Prof. Moghalu participated as a panelist on the session addressing critical raw materials and supply chain warfare, alongside notable figures like Dr. Donald Kaberuka, former President of the African Development Bank. Moghalu emphasized that Africa must earn its place at the global table through strategic control of its critical minerals, rather than expecting recognition out of goodwill.

The conference also featured distinguished speakers including the Chairman of the Rwanda Atomic Energy Board, the former Prime Minister of Burkina Faso, Dr. Andrew Maslov from HSE University in Moscow, Natalie Delapalme, CEO of the Mo Ibrahim Foundation, Louise Mushikiwabo, Secretary-General of La Francophonie, and others from diplomatic, academic, and security backgrounds.

The establishment of ISCA and Moghalu’s appointment reflect a growing commitment to collaborative solutions for Africa’s complex security landscape, signaling a new chapter in the continent’s pursuit of peace and development.
